[Lazarus] KOL-CE and TKOLMainMenu

Hi again, the Locked property for TKOLProject and TKOLForm components is
established to False and now I use a Lazarus 0.9.26 beta FPC 2.2.2 but the
submenus are not shown under WinCE but they are shown under Win32, this is
very strange...
