[Lazarus] lazarus for education

Just an idea, but maybe the IDE Plugins API could be extended so that
one can substitute the Compiler Options dialog (or modify it, keeping
only the first tab for beginners, for example) and do other things
necessary for the project. This way the project could be developed as
a plugin instead of as a patch to Lazarus.
