Just wrote som etest code. On Win9x using CSIDL_COMMON_APPDATA returns:
  Global: C:\WINDOWS\All Users\Application Data\
  Local : C:\WINDOWS\Application Data\
(on my machine (WinME, not using profiles), so this would seem safe to use.
