[Lazarus] Compiling LCL for ARM fails at lconvencoding.pas

Oh yes, finally I went for a shortened version of my post and the WinCE part 
was cut out. :(

WinCE-ARM, FPC 2.21, latest FPC & Lazarus SVN revision , I check them out 
daily.

If there is anything else you need, please be specific, these are all I can 
think of. :)
