[Lazarus] fpmake build system in latest FPC

Peter Vreman got everything working locally. 
However, he is very busy professionally, and therefore it is more or 
less sleeping now.

What needs to be done now is mostly organisational:
- Set up a central repository
- Start testing the FPC release with it.
