[Lazarus] Delphi 2009 says goodbye to Windows 9x and WinNT 4

AFAIK the lazarus .exe is built with Inno setup... maybe just have a
separate .inno file to do the win9X installer...

But the question is if "we" are allowed to distribute the file below.
