Delphi does not have it.

If no anchor controls are set the Anchors work Delphi compatible and  
the object inspector makes sense.

Anchors has this button since the anchor editor exists.

Many properties depend on others.
If we would hide all properties that might confuse users there would  
not be many left in the OI.
