[Lazarus] LazCompilerOptions not set anymore?

Your fix works good now, although I'm not sure of the explanation. I don't see compileroptions.xml anywhere and in any case don't know what its relationship is to project settings that, say, File | New | ExtPascal Application is making (which should never be overridden).
