[Lazarus] Need to have cclRightToLeftThenTopToBottom in TControlChildrenLayout

Hi, In fact that was my first idea (Checking UseRightToLeftAlignment)
but that mean i must make it by hands :) i prefer doing it by the
original programmer, or i must wait to Lazarus team start unstable
version before sending the patch.
