No I can't. I am using US Dvorak keyboard layout. Pressing RAlt+Shift+'
and then the a-key produces the ä character without problems. Same goes
for the other characters and upper/lower case variants.

I'm using Ubuntu 8.04.2 with Lazarus v0.9.27 r20589 compiled with GTK2
widgetset.
