[Lazarus] Lazarus was installed - So what?

Did you force installation or not? If not, lazarus-ide_0.9.28-0_i386.deb is not 
installed and you don't have executables.

Download the tar with fp deb packages too.

Or configure to use the Ubuntu repo:
