[Lazarus] Debugging Design packages in Lazarus

What I had to do was make a backup copy of a working IDE executable.
That recompile the IDE with the design time package and test. If the
IDE fails to load, use your backup executable to fix the package and
recompile again. Rinse and Repeat until it all works. :-)
