Doing a quick search, I would imagine one of the following:

 - ExpandFileName()
 - ExpandUNCFileName()
 - ExpandFileNameUTF8()
 - CleanAndExpandFilename()
 - ExpandUNCFileNameUTF8()
 - CleanAndExpandDirectory()


We sure have no limitations regarding choices. :-)
