Mmh, that's bad, anyway I use this in my mercurial.ini under windows:

**.lpk = dumbencode:
**.inc = dumbencode:

[decode]
**.pas = dumbdecode:
**.pp = dumbdecode:
**.lpr = dumbdecode:
**.lfm = dumbdecode:
**.lpi = dumbdecode:
**.lpk = dumbdecode:
**.inc = dumbdecode:
**.txt = dumbdecode:
**.dof = dumbdecode:
**.dpr = dumbdecode:


But that keeps files in the repository with unix line ending, it just 
converts from/to crlf under windows.
