Lazarus should function just fine with only the binary install of FPC.
But if you want *all* features available in the Lazarus IDE, then you
need the source code of FPC as well. The source code is used by the
developers to see an implementation of a base class (something in the
RTL maybe), code navigation into FCL or RTL etc...
