[Lazarus] File functions in codetools FileProcs

Now only I realized that FileExistsUTF8 and other "UTF8" functions are defined 
in codetools FileProcs unit.
I guess a dependency for it should be added to the converted projects.
At least there is no dependency for LCL so it could be used for console 
applications, too.
