Now thinking of it, the converter could well be a package.
Many other features are in packages, too.

The only issue may be that the converter should be easy to find for people who 
come from Delphi and want to quickly test Lazarus with their Delphi prog.
They will not find the converter from a long package list in the package 
configuration window.
