I don't think so, at least not in our wiki. Of course I suppose they are 
described in the Mantis documentation.

Can report issues.

The mantis role that is most fitting for a bug tracker moderator, is 
updater. But in practice, it doesn't have enough rights, so instead of 
tweaking the rights, we just gave moderators developer privileges, hence 
the confusion.

Patches may be added as attachment to issues by any reporter.

Bug tracker roles are independent of svn write access.
