Because of the notion the compiler one is updated "for free".

But that is as always the attraction of oversimplification. If the compiler
changed, it would probably break the tools depending on it too, and with
current fcl-passrc/h2pas etc bugfixing speed, that would mean they would
probably be out of order more often than not :-)
