[Lazarus] WinCE LCL Interface broken r. 28143

Paul,

   i think that a small typo broke the wince interface. In r. 28143 
"wince: implement clDefault support" by mistake you used the
WindowDC in Windows.SetBkColor instead of HDC(WParam), making the WinCE 
interface unbuildable.

A small patch is attached.
