That's because there never was an official release of Lazarus with 
2.4.0. That will happen now that 2.4.2 is released, though.

In the meantime you can simply install FPC 2.4.2 available through 
http://www.freepascal.org/download.var . You then just need to change 
the compiler and source paths in "Environment -> Settings -> General" 
(or similar, I'm using the German version) and then recompile the IDE 
and LCL (in short: everything :) ) by using  "Tools -> Build Lazarus" or 
"Tools -> Configure "Build Lazarus"".
