[Lazarus] Mantis reports with old attachments

Hi,

Why can't the reporter of a Mantis report, delete old and unused
attachments? Having irrelevant attachments lying around in a report just
add confusion.

Please adjust "reporter" permissions so we can delete our own attachments.
