[Lazarus] Release schedule and policy

hello,
All of this has already been discussed to death. Timed releases have
already been proposed (and even accepted) about 2 years ago, but then
there was always some kind of problem which actually prevented it from
becoming a reality.
It is obvious that it is a good time for a new release now. It is also
obvious that every 6 months is a good amount of releases and this time
we couldn't make it because fpc 2.4.2 became a requisite.
As Vincent already pointed the real issue is that we need someone to
do extensive testing and verifying that a revision X (or a branch Y)
is ready to be released. Testing should involve all platforms and
check the basic funcionality.
