freedesktop.org (an organization trying to implement standards for
Linux desktop apps) has had a recommendation for storing application
config files specific to a user in the $HOME/.config/<appname>/
directory, instead of the $HOME directory. This is why FPC's
GetAppConfigDir() defaults to the ~/.config/<app>/ directory.
