[Lazarus] Bug Report : eventcodetool.pas from revision 30421

Ok, i have installed fpc 2.4.2 , downloaded fpc 2.5.1 from svn and the make
was ok
Then i have installed ( with make clean all ) the lazarus from svn ( 30421 )

The installation was also ok, but when i run  ./startlazarus , the ide shows
me this error message:

Package: "LCLBase 1.0"
Unit Name: "RegisterLCL"

Unit not found: "RegisterLCL"

Where do i configure the correct path to registerlcl
( /usr/lib/lazarus/0.9.31 ) ?
Tools->Options->Environment in the IDE doesn't work
Packages->Install/Uninstall packages in the IDE doesn't work too

What is the standard set of paths from sources, binaries, configs etc to
install lazarus and fpc ?
