[Lazarus] Review a possible fix for issue #19994

Hi,

this is maybe for Mattias (since it's mentioned in the PropEdits unit)
Can you review the proposed change for the issue

It's a single line change and it looks very safe. Without this fix I
can not change properties of sub-objects in design-time (it worked
before in Delphi for the same components)
