[Lazarus] Full screen on Windows Mobile

I updated the code here:

and now it can hide the taskbar, I checked in the emulators. Note that
if you don't provide a Quit button it will then be impossible to quit
your application and if the app crashes, the taskbar will not be
restored automatically.
