Yes, of course. Did you do it so they could share common units?

Qt is fairly well on Windows, just as good as Windows API.

Qt is nicer but KDE has a problem with theme, Gnome/Unity seems OK. GTK
should be fine on any DE, but the look is not as beautiful as Qt.
