[Lazarus] Lazarus strange behaviour

Isn't smart linking on windows always on, even if you uncheck this
box, or is this only my own (possibly a little messed up fpc.cfg) on
my own windows installation?

(BTW: On Linux I cannot debug at all with smart linking on, but I also
have a very old GDB there, but it seems smartlinking definitely
sometimes can have the ability to disturb the debugger somehow).
