[Lazarus] Documentation update (CHM building, lazutils)

I'm not sure of the use of documentation for the lcl/interfaces/*. There 
exist no references to the widgetset units in the source code, so that 
almost no links to such documentation can be added to the general LCL 
(interface) documentation. Consequently it does no harm when the 
widgetsets are documentated in separate packages (and CHM... files).

Eventually a Lazarus Help menu entry can be added, that refers to the 
(selected?) widgetset documentation?
