[Lazarus] TUTF8Parser.HandleString; error

hi im newbi  to lazarus

here a quick resume what i did ...
i downloaded .28 with fpc 224 from sourceforge
instaled tortuiseSVN and downloaded fixes 30
downloaded FPC 2.4.2
changed enviroment setings

but when i try to rebuild i get error in file \lcl\lresourses in 
procedure TUTF8Parser.HandleString;

error says got ansistring expected Char..

  i know i can get by with Char(pchar()) i just dont know if anybody 
else got the error and if the problem is somewhere else..

i use win7 64x
lazarus 32bit
