[Lazarus] What are "widgets" in lazarus?

I quote from the link you gave ("Software" tab):

"Custom Linux GUI applications can be developed using X Windows 
(Xorg-Xserver included) or QtEmbedded libraries (available for download)."

So you can use lazarus with the Qt widgetset.  You can also use fpgui 
and MSEide+MSEgui.
