That's simply because the UI is defined as actual source code (just like
Qt Creator, any Java form designer, MS Visual Studio etc), and gives the
developer a guaranteed creation order of components. I don't see that as
a bad thing, just different to Lazarus and Delphi's UI designers, which
use external "object form file" to load the UI.
