[Lazarus] fixes_0_9_30 on Windows NT4 does not build

The problem we have- or strictly had- with activation was that on 
occasion we had to configure a computer for a turnkey industrial job and 
then, once it was fully operational, install it on a customer's site.

It was bad enough having to write the tender and contract around MS's 
license, but having to allow for change of ownership plus the very big 
question of who was responsible if it needed re-activating (in the 
middle of the night) made the situation utterly impossible.
