[Lazarus] staticpackages.inc not found.

I am trying to rebuild my IDE when a whole component's directory vanished. I
am not sure if I deleted by accident.

When I restore the source and try to recompile it, I get this error.

Unable to find file "staticpackages.nc"

staticpackages.inc is right where it normally is, and it even gets updated
during the compilation process with duplicates added by the zeos package I
am trying to reinstall.

Lazarus is 0.9.28.3 beta, and FPC is 2.4.0
