Maybe you are using the wrong make. In windows I always set the path
before doing anything in the command line:

set path=path_to_fpc_bin_dir
W:\md\dev\freepascal\compiler\fpcdocs>make rtl.chk fcl.chk FPCSRCDIR=W:\md\dev\f
reepascal\compiler\2.4.5
