To compile FPC after of SVN update, I use:

set PATH=%mybinutils%\i386-win32;%myFPC%\bin\i386-win32
cd %myFPC%

make clean all install INSTALL_PREFIX=%myFPC%
PP=%mybinutils%\ppc386.exe
