[Lazarus] Error: fpc.cfg is missing

Actually the IDE asks the compiler where to look for config files.
But this requires English output. Maybe you have a non English system?
It seems the IDE does not always pass the -Fr option to the compiler. I
fixed a place.
Please test with current svn.
