This change is not a simple fix, but changes the behavior of lazbuild.
Formerly lazbuild created a lazarus.new.exe. Users with build scripts
might expect this. So this change breaks compatibility and should not go
the fixes branch.
I didn't test, but I guess 0.9.28 did the same.
