Yes, the fpc.cfg is not portable. And fpc has some fixed defaults,
which IMO are not very helpful. At least I don't know any Linux
or Mac where these defaults work. But I do know some systems with
left overs where these defaults create misleading error messages.

The lazarus directory is a value in the configs. Maybe this directory
can be saved relative to the primary config directory, if both share
one parent directory.
