My suggestion for the release version is:
http://sourceforge.net/projects/lazarus/files/

It detects your OS and suggests a direct download:
lazarus-0.9.30-i386.deb.tar under Linux
lazarus-0.9.30-fpc-2.4.2-win32.exe under WinXP
