[Lazarus] Questionable code in TWinControl.RealizeBoundsRecursive

I just uploaded an minor patch (#20490) to this method.

Then I noticed a possible problem in the handling of the 
wcfRealizingBounds flag - why is this flag cleared (only) when it was 
set *before* this method was entered?

Is this a special usage of the method, intended to only reset this flag?

I'd like to document this behaviour, unless sombeody explains it in the 
source code.
