[Lazarus] FEATURE: Option to remove a package that was deleted

Hi,

Delete the folder of any package (make a backup, n00b :p~ ), eg.
"lazarus>components>sqldb". Now, open the IDE.

While you do not restore the folder with the package, the IDE will
complain about the absence of the package.

It would be interesting an option: "It was not possible to find the
package X. Do you want to remove it from the list of packages
installed?". Or something.
