[Lazarus] New rpm snapshots

Hi,

The scripts that generate the rpm snapshots have been changed.
Previously they were build on a ubuntu vm, now on a fedora vm within a
fedora mock environment, which gives some more flexibility regarding
release building.

Please test them, if you are running a rpm based linux distro. I
appreciate feedback about successful and unsuccessful installations.
