Hm, I have also encountered this problem.
What "Addons" are you talking about?

Also, it is annoying that even changing .lrs still does not trigger
recompilation.
My usual workflow is as follows:
1) add or change icon
2) run lazres
3) rebuild Lazarus
4) curse :-)
5) manually touch some source file
6) rebuild Lazarus again
