You to inkove fpcmkcfg typically with a basepath like
fpcmkcfg -d "basepath=C:\lazarus\fpc\2.5.1" -o
C:\lazarus\fpc\2.5.1\bin\i386-win32\fpc.cfg
It might have worked before only by accident.
