[Lazarus] After a Build all, the IDE does not restart

1. To get the old IDE:
Normally the IDE renames the old executable to lazarus.old.exe under
Windows (or something like that).

2. Always keep backups.

3. To debug, why the installed package makes problems:
Start the lazarus.exe with command line parameter --debug-log=log.txt
or debug the IDE with the IDE.
