[Lazarus] Lazarus 1.0 is branched

Everytime I open lazarus.exe with --pcp parameter I get the "Welcome
to Lazarus IDE" windows to configure Lazarus/Compiler/FC sources
paths.

They are all "OK" and hitting "Start IDE" works without issues.

It just starts with this popup.
