[Lazarus] 1.0RC1 and Win98/WinMe (again)

Hi,

1.0RC1 won't run on win98 because the initial setup complains about a
wrong version.inc file.
This is an UTF8 issue as Bermd already found out.

It turns out that the FileOpenUTF8 and FileCreateUTF8 functions bind
to Unicode kernel routines on Windows.

I attached a possible solution for this in the bugtracker:
