For the sake of completeness (not that I'm suggesting this as a 
solution): Delphi translates all tabs of components that belong to the 
IDE (e.g. Standard, Dialogs, Additional etc.), but not those of 3rd 
Party components (e.g. I can see "Indy Misc" in my component palette). I 
don't know whether you can somehow trigger a translation of your own tab 
from your design time package...
